first_imgOTTAWA — An organization that advocates for greater government accountability says Canada’s ethics watchdog should never have approved a flight taken by Liberal cabinet minister Dominic LeBlanc on a private aircraft owned by J.D. Irving.LeBlanc’s office says the minister, who has been on medical leave since April, needed to attend a hospital in Montreal and was told by his doctors he could not travel commercially because he has a compromised immune system.LeBlanc is being treated for non-Hodgkin’s lymphoma. He received pre-approval from Canada’s ethics commissioner to travel to the Montreal hospital from his home in New Brunswick on a private aircraft from J.D. Irving Ltd. — a company headed by a personal friend of LeBlanc’s who owns and is affiliated with companies involved in shipbuilding, oil, forestry and agriculture. But Duff Conacher, co-founder of Democracy Watch, says ethics commissioner Mario Dion erred in his decision to approve this flight.Conacher says LeBlanc should have instead chartered a private plane and paid for it himself, rather than accept a gift from the owner of a company that regularly lobbies the federal government. The Canadian Presslast_img read more

first_imgHound Labs caught a boost in Series D funding to create a device it says can detect THC on a subject’s breath.  Canva A company looking to create the first THC breathalyzer said Tuesday it’s raised $30 million in Series D funding. Hound Labs is aiming to enable law enforcement and employers to conduct quick drug screenings with the device, which is on track to be released this winter. The device has raised concerns about accuracy and legal implications, however.  “In order to solve the challenge of determining recent marijuana use, we spent five years developing new technology that enables unparalleled low levels of detection in a portable device,” Hound Labs co-founder Dr. Mike Lynn said in a release earlier this year. “We have been testing this technology in collaboration with one of the world’s premier research universities. After years of research and development, we are excited to have validated the Hound science and technology that will advance our collective understanding of THC in breath.”In July, Hound Labs paid researchers to get 20 people high. Once the subjects smoked cannabis, researchers tested them and found THC could be detected in minute amounts in the breath after the subjects smoked. Hound Labs said the device can also detect THC ingested via cannabis-infused foods.  4 Marijuana tech is evolving Comments Share your voice Tags 5:37 Now playing: Watch this: Sci-Tech Politicslast_img read more

first_img Share _____Copyright 2017 AccuWeather The tropical wave that was once tropical storm Harvey will push inland across the Yucatan Peninsula today, inundating the region with tropical moisture which will fuel heavy rainfall.Forecasters now say what could be Tropical Storm/Hurricane Harvey could make landfall somewhere from the Texas-Mexico border to central Texas coast sometime Friday. According to Weather Underground, “the current conditions should allow Harvey to regenerate into at least a tropical storm before it makes landfall on Friday, and it may be able to reach hurricane strength.” All of the models considered for Harvey’s landfall show that it will happen between the Mexico/Texas border and the central coast of Texas on Friday, weather experts add.  Regardless of development, coastal Texas can expect heavy rains in excess of five inches late this week.Meanwhile, the Harris County Office of Homeland Security and Emergency Management is monitoring the redevelopment of the tropical storm iand its potential impact on Texas coast.Heavy rainfall will also continue to impact parts of Belize and Guatemala. Rainfall totals will average between 2 and 4 inches and some locations could pick up greater than 6 inches. This will lead to mudslides and flash flooding in any higher terrain. Additionally, there can be gusty winds with the storm and can cause sporadic power outages.Tropical Rainstorm Harvey will reemerge into the Gulf of Mexico Wednesday morning into an environment of lower vertical wind shear, very warm sea surface temperatures and deep moist unstable air.Given these favorable conditions the low pressure area should intensify back into a tropical storm sometime Wednesday or Thursday. While the future movement of this system remains uncertain, most global computer forecasts are projecting the system to track northwest towards the northeast coast of Mexico. If the system does track in this manner, it could make landfall over northeast Mexico or perhaps deep South Texas on Friday.Residents and interests over eastern mainland Mexico and over South Texas should pay close attention to the future redevelopment and movement of this potentially high-impact storm system.Elsewhere in the Atlantic, we are monitoring a tropical wave over the eastern Bahamas. There remains a potential for this system to become better organized over the next few days.Very heavy rainfall and localized flooding can be expected across the Bahamas and Florida today through Thursday as the system slowly makes a turn to the north as a trough picks it up and sends it out to sea later this week. The last tropical wave is located east-northeast of the Leeward Islands. This system is unlikely to develop as it struggles with strong wind shear.last_img read more

You see us directly leaning into that in Germany.”YouTube is currently charging €11.99 ($13.88) a month in Germany for its premium subscription offering.Kyncl added, however, that YouTube wasn’t putting its stars behind paywalls since many continue to produce their regular content in addition to working on YouTube originals. “On average, when creators do YouTube originals, their channels grow by about 20%,” he said. With regard to acquisitions, Kyncl said that while they may not be based on talent that has become successful on YouTube, they nevertheless revolved around “topics or areas that are of interest” to YouTube users. With “Cobra Kai,” for example, success was anticipated based on the great interest in “The Karate Kid”-related content on YouTube, Kyncl noted. “Clearly there was demand for it. We can see what people are interested in.”Despite feature film acquisitions such as “Museo,” Kyncl said the company was leaning more towards documentaries. “They seem to work really, really well on YouTube. We’re having a lot of success with documentaries.” YouTube unveiled its first German shows, including two comedy formats, on Wednesday as part of the platform’s continued international rollout of original content for its paid subscription offering. In Berlin for the launch of the three formats, YouTube Chief Business Officer Robert Kyncl told Variety that the new shows were in line with the company’s global three-pronged approach. The strategy includes working with YouTube stars who have amassed large followings and “have creative ambitions beyond their means”; music documentaries and shows; and tentpoles, such as the hit “Karate Kid” spin-off “Cobra Kai” – so far YouTube’s most popular original series in Germany – and film acquisitions like Alonso Ruizpalacios’ “Museo,” starring Gael García Bernal. The company’s new German formats include “Neuland,” a meta-comedy produced by Cologne-based Brainpool, featuring local YouTube personality Phil Laude as a former online star trying to make a comeback while fending off David Hasselhoff, who appears as himself. And while that concept isn’t exactly new, the method of doing so certainly is: Microsoft is using drones to autonomously identify ideal locations for mosquito traps, as well as placing and retrieving them. After that, the mosquitos will be sequenced and their massive amounts of metagenomic data will be sorted with cloud computing. The hope? To find new strains of pathogens before they begin wreaking havoc, which will help us to prepare for potential outbreaks and maybe even develop cures.”We envision a worldwide system for collection and genomic analysis of mosquitoes, capable of detecting potential pathogens and their geographic spread, before they cause disease in the human population,” Microsoft Research’s Ethan Jackson wrote in a blog post.So far, the Project Premonition team has tested its concept in the Caribbean island of Grenada, but it’ll be interesting to see what sorts of insights they’ll find once it’s deployed further.last_img read more
