first_img —————————————————————Post secondary education will be more affordable for Nova Scotia students after measures introduced in the provincial budget today, April 5. A total of $42.5 million is being invested this year to improve student assistance. “This budget makes life better for students and provides even more financial support for post-secondary education this year than in the past,” said Labour and Advanced Education Minister Marilyn More. Tuition levels will be held below the national average through an ongoing, $30-million investment in student bursaries. This new, provincially funded commitment will provide a tuition reduction of $1,283 for all Nova Scotia students studying in the province and $261 for out-of-province students. Other benefits to students are provided through a $12.5-million investment in the province’s student assistance program. For the first time in the province’s history, a debt cap will place a ceiling on the amount of debt a student can carry. The debt cap is $28,560, a reduction of 36 per cent, or $16,320 in the amount of debt a student can accumulate. The amount of available grants has also increased. Students can now receive up to $612 in additional grants for a typical, 34 week program, through an increase in the grant-to-loan ratio, from 20 to 30 per cent. This is a sneak peak of a new exhibit opening in June featuring the tooth that was discovered on the shores of the Bay of Fundy. “The tiny tooth is from an animal called Oligokyphus, an ancient ancestor of mammals,” said Tim Fedak, museum director and curator. “It is the first time a fossil like this has been discovered in Nova Scotia, although similar finds have been made in Jurassic-aged rocks in Arizona, China and the United Kingdom.” Summer hours at Fundy Geological Museum start this weekend. first_imgOTTAWA – The company that operates Canada’s civil air navigation service says flooding from a severe thunderstorm in Ottawa brought down its automated flight planning system early Saturday.Nav Canada says there were delays, mainly affecting international flights, but the safety of the travelling public was not compromised.CEO Neil Wilson said in a statement Saturday night that when water affected Nav Canada’s network that handles flight plans, staff were quickly moved to a facility where backup systems are located.Wilson says there was no impact on air traffic control or communications with aircraft during the outage.Wilson says the system was restored on Saturday afternoon, but there could be some delays as staff process backlogs. It’s not known how many flights were affected.He says Nav Canada worked closely with its counterparts — the FAA in the U.S. and NATS in the United Kingdom — to adjust traffic flows during the outage.“Delays occurred due to problems reinstating connectivity of the system with neighbouring air navigation service providers,” Wilson said in the statement.“Nav Canada apologizes to customers and all members of the travelling public for any inconvenience arising from this unforeseen incident,” he said.last_img read more

first_imgTORONTO – A study by the Ontario Securities Commission suggests five per cent of Ontarians own what the regulator calls “cryptoassets” such as Bitcoin or Ether and awareness is increasing, but knowledge is lacking.The online survey conducted in March also showed that 1.5 per cent of respondents say they have participated in an initial coin offering, in which investors usually buy digital tokens that can be kept, sold or traded.However, when the 2,500 Ontarians surveyed were asked to identify true statements about these digital assets, just 34 per cent were able to do so, according to the OSC.“We did find there is a lot of awareness of the sector, and people are increasingly participating or being approached, but that understanding and knowledge and comprehension of the sector is lagging,” said Tyler Fleming, the director of the regulator’s investor office.The survey comes about a month after the provincial regulator joined forces with its peers in the U.S. and Canada to warn investors about cryptocurrency-related investment schemes.Dubbed Operation Cryptosweep, the project has resulted in dozens of inquiries and investigations, and pending or completed enforcement actions related to initial coin offerings or cryptocurrencies since the beginning of May, according to the North American Securities Administrators Association.The OSC also said in April it was gathering information on several cryptocurrency trading platforms after it received a number of complaints.The B.C. Securities Commission and the Bank of Canada have also issued warnings about investing in cryptocurrencies. In December, central bank governor Stephen Poloz sounded the alarm on Bitcoin, calling the purchase of the cryptocurrency “closer to gambling than investing.”Some of Canada’s biggest banks earlier this year halted the purchase of cryptocurrencies using their credit cards as well.Meanwhile, the price of Bitcoin has plummeted since the beginning of the year, from roughly US$13,440 on Jan. 1 to US$6,100 on Thursday, according to Bitstamp.net.The OSC’s survey suggests that on top of the five per cent who currently own a cryptoasset, an additional four per cent of Ontarians say they used to own one.Men aged 18 to 34 were more likely to report owning a cryptoasset, at 14 per cent.Most people aren’t spending huge amounts of money on cryptocurrencies and other digital assets, with just over half saying they spent less than $1,000 or no money at all to acquire them.The survey suggested that roughly five per cent of cryptoasset owners did spend between $10,000 and $19,999, and another four per cent spent more than $20,000.Most cryptoasset owners made their purchases using cash savings, at 55 per cent, but 26 per cent said they used their credit card. Fourteen per cent received them for free.Of the purchases, 37 per cent were made within the past year, but nearly as many were made during the past three months, at 35 per cent.As well, the study showed that 12 per cent of Ontarians had been approached about or sought information themselves about an ICO. Most were approached via social media, at 39 per cent, followed by friends or family at 33 per cent.“It’s clear that interest in this sector is not going to disappear any time soon,” said Fleming.“So as time goes by, as people become more familiar with the product, we would certainly expect people to be doing more research, understanding the different types of products and risks out there.”The polling industry’s professional body, the Marketing Research and Intelligence Association, says online surveys cannot be assigned a margin of error as they are not a random sample and therefore are not necessarily representative of the whole population.last_img read more

Agricultural work accounts for some 70 per cent of child labour worldwide, forcing children to work long hours, operate dangerous machinery, and carry loads that are too heavy for their growing bodies, the United Nations Food and Agriculture Organization (FAO) said today.“Most working children in the world are found on farms and plantations, not in factories, sweatshops or urban areas,” said Jennie Dey DePryck, Chief of FAO’s Rural Institutions and Participation Service, in a statement issued in Rome.The FAO noted that agriculture is one of the world’s three most hazardous work sectors, along with mining and construction.“Some agricultural activities – mixing and applying pesticides, using certain types of machinery – are so dangerous that children should be clearly prohibited from engaging in them,” said Parviz Koohafkan, Director of FAO’s Rural Development Division.He cautioned, however, that the issue is a complex one since not all of the agricultural work that children perform is harmful to their development and well-being.“When it comes to subsistence and family agriculture, children’s participation in family farm activities helps them learn valuable skills, build self-esteem and contribute to the generation of household income, which has a positive impact on their own livelihoods,” Mr. Koohafkan said. read more

I think that the modern way of working suggests that as we embrace a lot of the specialisms that we have got to embrace, we are going to have to offer different career structures.“I suspect that nearly as much as 30 per cent of the Army will be specialists in the future.“How we supply those specialist career streams, often probably with lateral entry and maybe sharing people with industry because all of us are struggling with the so-called science, technology, engineering and maths skills, is something we will have to think about in the future.” Army leaders will be recruited direct from the civilian world rather than rising up through the ranks, under a proposed overhaul to bring in specialist skills for 21st century warfare.The plan to hire straight into the regular Army’s middle and possibly even higher ranks will overturn generations of tradition and a career structure that has seen leaders work their way up from the bottom.The British Army is considering hiring direct from industry and the boardroom to get civilians who have already had established careers in areas like cyber technology, aviation technology and logistics. But he predicted the Army’s combat arms would remain unchanged in his lifetime.He said: “I think we will still deliver that effect through a bottom-fed delivery system in the way that we understand it, but I think that the cursor will move in other areas.”The move would mirror changes in the police. The Army may need to bring in new senior non-commissioned officer ranks he suggested. He said: “We may need to adopt a more American-style approach. They have these people called chief warrant officers. A chief warrant officer is typically a pilot or avionics officer who moves up through this different system of status and I think that the British Army is going to  have to think about doing that sort of thing as well.” The scheme for so-called lateral entry is being drawn up by Gen Sir Nick Carter, Chief of the General Staff, with the first hires still “a year or two away”.Such recruitment is designed to make up for shortfalls in high-tech skills, but may clash with the military’s tradition of growing its own leaders.Sir Nick stressed his scheme would not apply to the Army’s frontline fighting combat arms.Reservists are already being recruited in a similar way, and the military insists the strategy is paying off, with high calibre recruits being attracted from the worlds of industry, government, academia and the public sector. The shadow chancellor also attacked the Tories over the tax, claiming Cameron would raise the levy if he gained office after the general election.Ed Miliband sustained Labours attack on the issue at Prime Ministers Questions when he asked Cameron if he would rule out a VAT rise.On Monday the prime minister announced his retirement plans and he said it was because he believed in giving straight answers to straight questions, Miliband said, in reference to the revelation Cameron would only stay on for two terms.Now, after five years of Prime Ministers Questions, that was music to my ears. So heres a straight question: Will he not rule out a rise in VAT?Cameron replied: In 45 days time I plan to arrange his retirement. But hes right, straight questions do deserve straight answers. And the answer is yes.The pledge caused the Tory benches to erupt into cheers and the Conservative MPs began to heckle Miliband. But the Labour leader claimed nobody would believe Cameron over his VAT promise.Nobody is going to believe it because of his extreme spending plans, because his numbers dont add up and because he promised it last time and he broke his promise, Miliband said. The exchange comes after Chancellor George Osborne raised VAT from 17.5% in 2010 to its current rate as part of his emergency budget.Labour and the Tories are neck-and-neck in the opinion polls as the general election looms. first_img Share Mark Lennihan/APThis Aug. 29, 2018 photo shows an arrangement of prescription Oxycodone pills in New York.The Texas Department of State Health Services (DSHS) has received $2.6 million in federal funds to expand the state’s public health response to opioids over the next year.The funds come through a grant from the Centers for Disease Control and Prevention (CDC) and will help local health departments and health care providers prevent overdose deaths and enhance the available data on opioid use in Texas, as well as expand the prescriber network for medication assisted treatment.According to DSHS, the funds will also improve the department’s ability to track opioid related illnesses and other conditions being seen in emergency rooms around Texas.Additionally, they will provide researchers and the public with more information on opioid use and its consequences via the DSHS Texas Health Data website. The website will allow access to more data and more quickly, down to county and ZIP code levels.“Having more information on where opioids are being used and their effects on communities will let state agencies and our partners in cities and counties focus their efforts where the needs are most pressing,” said DSHS Commissioner Dr. John Hellerstedt.Additional funds will be used to train public health personnel at the community level on when and how to properly administer naloxone, a drug that can help prevent someone from dying from an opioid overdose, so they can then train first responders and others in their communities.DSHS also expects the grant will increase the number of doctors, physician assistants and nurse practitioners permitted to prescribe buprenorphine, a medication to treat opioid use in an office setting.Drug deaths in Texas and nationwide have been increasing and nearly half of all drug deaths in the state are attributed to opioids.last_img read more
